Eliminating business environment obstacles to the formation and growth of enterprises in Sri Lanka.
This project supported a World Bank Technical Assistance project to the Government of Sri Lanka (GoSL) which had the specific aim to a) identify deficiencies in laws and regulations governing the economic activities of enterprises; b) articulate actionable recommendations to address those obstacles and support their implementation; and c) assist the GoSL to design and implement an institutional framework to lead business environment reform.
The key services included review and analysis of the current policy and regulatory framework, institutional arrangements, technologies, solutions and performance of property registration and land administration in Sri Lanka, arrangement of a stakeholder consultation and development of a suggested action plan for improving property registration in Sri Lanka. The work concentrated on but was not limited to the Doing Business Index indicators of a) Procedures to legally transfer title on immovable property, b) Time required to complete each [property registration] procedure, c) Cost required to complete each procedure and d) the indicators of the Quality of land administration index.
