Land Administration

Achieving sustainable development from the ground up means implementing good land governance,  recognising and enabling stakeholder agency, and improving tenure security for all. Secure tenure is fundamental to sustainability: underpinning food security, reducing forced displacement, protecting landscapes, reducing carbon emissions, empowering women and increasing household incomes.

The importance of access to and security of land and natural resource user rights has been recognised in the incorporation of Sustainable Development Goal 1.4 requiring

“that all men and women, in particular the poor and the vulnerable, have equal rights to economic resources, as well as access to basic services, ownership and control over land and other forms of property, inheritance, natural resources, appropriate new technology and financial services, including microfinance.” 

Meeting this call, LEI’s core business is to provide world renowned expertise in assessing, designing, and reforming land administration systems. 

We recognise that secure tenure doesn’t simply mean ‘titling’. It means equitable access by all stakeholders to decision-making spaces, accessible information management systems in place with local capacity to maintain, and appropriate public awareness. Secure tenure means efficient land administration service delivery, recognition of all tenure arrangements across all landscapes, and the development and implementation of sound and inclusive policy and legal frameworks. Furthermore, it means the integration of land and related spatial data within the wider formal economy and market systems, as the future basis for smart cities and navigating responsible land investments and development.  

Land administration system contexts may vary considerably between dense, infrastructure-heavy, and urban environments, compared with low-density coastal, semi-arid pastoral lands or communally managed forest areas. In all cases, fit for purpose solutions are essential, which inclusively consider vulnerable populations, and appropriate technology use. 

LEI offers a comprehensive range of services to tackle all aspects of the land administration system in search of providing long-term and sustainable solutions: 

  • Legislative and policy reviews and drafting for relevant law and policy solutions
  • Institutional and organisational review, change management and strategic planning for institutional strengthening
  • Review and specifications for establishing registration and recording systems of all tenure types
  • Procedures and implementation of systematic registration and regularisation 
  • System improvement through business process re-engineering
  • Comprehensive surveying and mapping solutions (including geodetic control, cadastral survey and mapping, procurement specs and technology transfer, training and capacity building)
  • Land use planning, spatial planning and GIS design and preparations for technical and policy-use purposes

“increase the proportion of the total adult population with secure tenure rights to land, with legally recognized documentation and for those who perceive their rights to land as secure, by sex and by type of tenure” (SDG 1.4.2)
