PPPs in Land Administration

The objective of the assignment was to develop analytical and operational tools to inform the development of public-private partnership (PPP) schemes for the provision of land administration services in developing countries. This assignment was done by: (a) developing an analytical framework for PPPs in land administration; (b) conducting analytical work on current trends and developments in PPPs in developing countries in land administration and other sectors e.g. water, electricity, among others; (c) exploring RBF modalities for PPPs in delivering land administration services; (d) preparing an operational framework and checklist; (e) developing country-level feasibility analyses for up to three countries; and (f) organizing consultations to facilitate dialogue between public and private sector participants and to obtain feedback to refine the knowledge products developed under this assignment.

Exploring PPPs in Land Administration

Next month, LEI are organising with our partners a consultation workshop in Dubai on Public Private Partnership schemes for land administration. The World Bank’s Global Land and Geospatial Unit (GSULN) has engaged LEI with our partners, Planet Partnership, University of Melbourne, and Global Land Alliance to develop a Knowledge Product (KP) that describes and explores modalities for PPPs in delivering land administration services, titled Public Private Partnerships (PPPs) in Land Administration.

Enhancing Renewable Energy Investments and Access to Land in Bangladesh

Bangladesh has set ambitious plans and targets for renewable energy (RE), seeking to generate more than 2000 MW a year. Currently the country’s RE capacity is just 750 MW, and it largely stems from small solar home systems. Utility scale solar requires large amounts of land and acquiring or leasing large areas of land is challenging particularly given the dense population, food security concerns and respecting the policy not to use agricultural land for other purposes. A strategy is in place to direct solar park investments to vacant, marginalised, and fallow government and private owned lands leveraging in particular Build Operate Own (BOO) PPPs with Independent Power Producers (IPP).

Recently published: How to conceptualize a PPP for land administration services

This paper was recently published in the December issue of the Coordinates Magazine co-authored between Land Equity International and Planet Partnerships. It is an updated version of the earlier work published under the 2020 World Bank Annual Land and Poverty Conference and the 2020 FIG working week – both events having been cancelled due to the COVID Pandemic.
